It pings them all and has to wait for timeout. Then you can't assume that a no connection means they are gone, so you cannot immediately blacklist that connection or at least not forever

However, coming here and complaining and diminishing the free labor OpenSim receives on a daily basis by multiple developers is disrespectful and rude
