Legacy materials were Linden Lab's first attempt to introduce PBR like functions to Second Life and consequentally to OpenSimulator. It's a rather crude and simplistic system but may still have some limited use today.

Bumpiness

The bumpiness function includes a number of normal maps generated by the viewer. Two of them, Brightness and Darkness are generated from the texture, Brightness makes lightly colored parts appear embossed and darker parts embedded, Darkness is the other way round. The other maps are generated from height maps delivered by the server. The repeat rate is always synchronized with the texture's. Just like the new materials and glTF normal maps, the effect depends a lot on the light setting.

Shininess

Shininess adds an even reflection imitation across the object surface. It can be set to three different levels, Low, Medium and High.
