[Opensim-dev] Variable size region progress

I took a quick look at the Singularity code and login packet processing
uses only the "region_size_x" value and not both "region_size_x" and
"region_size_y". I didn't dig into where those values went.
If Firestorm doesn't require square, I'll take that enforcement out. :)
