[Opensim-dev] Variable size region progress

The Firestorm implementation should allow for rectangular regions. I've 
tested
it with such. Not sure who has the square limitation since, as far as I 
know,
Singularity uses a port of my varregion code too. If rectangular regions 
aren't
working in the viewer, that needs to be addressed.
