[Opensim-dev] Update LibOMV

Mike, precisely what I had in mind! Not sure who controls that repo
though.

The patch is in this mantis:
http://opensimulator.org/mantis/view.php?id=3307

It applies directly to the opensim-libs repo. It seems the general
agreement is a patch on the current version, so I'll wait for some core
developers to +1 and upstream it.
