[Opensim-dev] Avatar movement packet optimization

If people could independently test that patch and put their observations on the Mantis then that would be great.

I'm a little wary of just applying it in case there are subtle bugs.  It would be nice to see it tested a bit before 
it's applied.  Of course, that's just my judgement.
