[Opensim-dev] scriptengine, Xengine ?

i'm currently digging the opensim code and I need some enlightments:

 I found some command like osregionnotice in several projects  like
OpenSim.Region.ScriptEngine.Common and
OpenSim.Region.ScriptEngine.XEngine.Script

Can someone explain me the logic behind and where should i wrote a new os
function ?
