Before you submit I suggest  you read
http://opensimulator.org/wiki/Contributions_Policy. 

I believe that patch submissions for those without commit privileges are
usually placed on mantis http://opensimulator.org/mantis/my_view_page.php .
This is usually followed up by a post on this list just to bring it to the
attention of the developers.
