[Opensim-dev] Added patch for Prim velocity sending in terse update.

This patch is on the heels of the 'prim kicker' (AKA basic active physical
prim) patches in the physics plugins.
Previously, the velocity field of the terse update was zero'ed out.
This should help smooth out the physical prim motions.
BulletX moves nice and smooth after this update, ODE is a little less
predictable, so is still pretty jumpy.
Next wee need to add 'rotational velocity'
