I do test with local users (not tested with hypergridusers) in version
0.8rc2 on windows7-64 and Linux 64 with Mono 2.10.8

As you need you don't need modify OpenSim.ini
[Permisions] in OpenSim.ini as is by default. All work fine.. as
expected and as you want.

Tested Land owner is a user (not a group and group is not configured
in land). Other users can do or not as expected in the about land
options setup.
Tested Land owner is a user but land is configured to a group (not
deeded). Users of group can do or not as expected and is setup in
about land but must be the group active (tag over head).
Tested Land owner is a group ... land is deeded to a group. all work
as expected.

As you need, dont modify OpenSim.ini as default is perfect for you.

About clothes... have not afected by land permisions. Users must be
able to dress and undress clothes, regardless of the permissions
configured on the land.
If you have some problem with inventory is not relative to the
permisions in land.

I create prim with modify permision, other one with copy, other with
no mod no copy no transfer. All work as expected with and without grup
deed and configured to land.

Regards,
Luisillo
