[Opensim-users] Region permissions and OAR files

Turns out the permissions issue is an estate and ownership problem. I
created Land Owner account but it's inventory folder was missing. So I
could not log on with it. Not sure how to fix the folder. So I moved on and
created a new valid user and then gave estate owner ship to that user New
Owner. I can now get to the two regions that were banned. I fixed one
region by allowing public on the region, yay. The other region was still
owned by Land Owner, and the estate owner couldn't change the permissions.

I think the solution is to go into the DB and change ownership to the New
Owner.
