[Opensim-users] Disable creation permissions on a region

allow_grid_gods = true
region_owner_is_god = true
region_manager_is_god = true

And you should be able to move things assuming that you're an estate
manager in the region or the region owner.

You might have to turn on the debug menu and request admin status from
the simulator before it'll let you move things
