I think something like this would stay as a third party module or perhaps even be present as part of a specialized 
downstream distribution.  To be honest, I don't think that there's a huge amount of justification for keeping Vivox as 
part of core since it's both a third-party proprietary service and is currently affordable only by very well-funded 
organizations.
