Its quite simple, ask yourself the question on what 'flavour' of splash page
you want. Do you want something static like just a picture depicting your
world, or would you like something more advanced like statistics and
real-time grid information. If it is the former you are after, static html
will do just fine, and OpenSim will handle this just fine in displaying it
to the user(Technically speaking OpenSim does nothing more than pointing
towards the html/image document). If you want the latter however, you will
need a server side script collecting and displaying that data to the user,
so in that case you would need a asp/php/perl-cgi equipped webserver(Which
in term will interpret your OpenSim data and than display it to the user).

It thus becomes a case where you decide what you want and act upon your
needs.
