Yes, I agree that this is confusing since it isn't clear whether OpenSim
will serve up the splash page or not.  To the best of my knowledge
OpenSim will not act as a web server and provide the page for you.  You
will need a separate web server.  At least, that was the solution that I
found.  When I had this problem a while back.
