That is more or less how I understand the current situation, yes.
There IS a set of hooked up interfaces and calls, but only a rudimentary implementation. It seems it's mostly about persistence - adding tables and database providers for the groups - once that is in place, wiring the calls and implementing permissions should be fairly straightforward - and probably quite simple to implement in a set of patches over time.
