[Opensim-dev] PHP IAR

[ssm2017]

Here is the actual quick and dirty code (i will update it when i will have
some new spare time) :

It is using fsassets and multiple db because FrancoGrid was built like this.
The goal is to not use any framework and composer to stay simple for
everyone.
