ok . Thanks for your reply . That is a good idea. I think IAR OAR are  great feature of OpenSim.  

On my side I made a XEngne script that does OAR automatically on change in region prim count . But that idea cannot be use for IAR generation unless  integrating it as a C# modefunction or officialy supported as a OSL function. 

Do you intend to provide your php work to the community . ?
