[Opensim-dev] Configuration problems, regionload_webserver_url

[Mister Blue]

The region size parameters are in the Nini configuration reader so they
should be accepted. I did notice that the XML reader for RegionInfo
configuration silently eats any exceptions. That should probably be fixed.

SizeZ exists for when we allow vertical regions but, for the moment, the
parameter stubs are here and there.
