[Opensim-dev] Parcel Access Enforcement

One thing that may be happening is that our test is illuminating an edge
case: there is only the default parcel on the region, and as a result,
there is no 'nearest safe place/target' to which to move the banned avatar;
that would involve a teleport off the region.
