[Opensim-dev] move some parameters between inis

Well, putting all database connector string inside the opensim.ini file 
is not local.
Then its harder to figure out what connector string belongs to what.
But maby a seperate database.ini is some idea.

Not sure you can customize some things so it appears in seperate ini files.
I have done that for my vivox config. possible that can work for 
database to..

I would like to see the opposite, split the opensim.,ini in smaller 
config files
So you have a seperate script config. that would save work. Same with 
some other config options.
