It's simply that it is set in database tables that don't exist
before the first run.

However, it wasn't thought through to the point of taking those
values from the configuration file, which is entirely possible to do.

I would suggest a new section:

[EstateDefaults]
EstateName = "Name"
EstateOwner = "Avatar Name"

The title, EstateDefaults, would make it clear that changing this
owner will not change the owner of the estate once it's created,
since it's only a default.

It was one of the issues with the "Master Avatar" that people
expected to change the aster avatar name in the config file and have
the parcel owner of the sim sized parcel (which they confused with
ownership of the sim) change as well. Master Avatar was a code,
logic and support nightmare.

I would be in favor of the above being added as optional config options.
