The entire concept of "Master Avatar" has been removed from Opensim
in favor of the god level the viewer supports. There is an "Estate
Owner" and that is initially set via console, this is intentional.
Why do you have an issue with it?

Your config file can give the names of avatars who have god mode
available to them, this is what replaces the "Master Avatar".
