[Opensim-dev] Draft OpenSimulator 0.7.3 Release Candidate 1 release notes

Hi folks.  Draft notes for the first OpenSimulator 0.7.3 release candidate 1 are now up at [1].  This is a first draft - 
please feel free to amend/add as required.  The release candidate 1 package itself will not be created quite yet but 
this will happen soon.

The first release candidate will probably be what's in opensim git master as of now plus a few later things.  I reserve 
the right to start cherry-picking commits at any point.
