[Opensim-dev] Global identifiers

I believe the mechanism here is not so much one of verifying a person is who
they say they are, as it is certifying that a certain avatar can be placed
at the point of her original login by the user server referenced in the URI.
I also suspect the the UUID referenced is the URI used by that avatar on
that grid.
