[Opensim-dev] Robust.ini.example

The correct realm is UserAccounts, and that is what needs to be the
default to move forward. People who, for some reason, don't _want_
to migrate can continue using users, but the Migrations _do_ take
care of users->UserAccounts, so UserAccounts is correct for 99%.
Those who don't want that know what to do.
