[Opensim-dev] Implemented oar merge facility

I really like the that you can load an OAR without disturbing the current
contents and terrain. As mentioned in the opensim-users list it would be
great to have all this functionality as a tab in the Viewer/About Land menu.
You could add all sorts of cool options! :)
