If you think a wiki page should be changed, just change it. If
someone disagrees, they'll revert. If there's continued disagreement,
you talk it out on the corresponding Talk page until there's
consensus. That's the Wiki Way! If you think a page needs to be
improved, but you're not sure what to add or how to improve it, add it
to some needs-to-be-improved category. No need for pre-approval,
meetings, committees, etc. Just do it.

Wouldn't all this be better tracked... on the wiki? Every page
already has a place for discussion about what's
incomplete/wrong/out-of-date. There should also be a page listing
what needs documentation that's currently missing from the wiki (I'd
add it, but I can't from where I am right now).
