Cleaned up the code and made a patch

 [WorldOarModule] - A module to serve up OAR files over http ( http://opensimulator.org/mantis/view.php?id=3267 ): has a PATCH to be
looked at.


Also we tested that it works with JustinCCs

load oar http://71.197.210.170:9000/index.php?method=regionOar160f328fb2524c5f97f3d982788d4a02&password=secrets

And it works :)
