[Opensim-dev] Region Owner Not Set

I usually just create the master avatar when initially starting the 
grid. Then I copy/paste that name/UUID into the region xml files. I 
haven't done it in a while, but IIRC the edited region xml file should 
work with the new master avatar info even if it was already started 
previously without one defined.
