[Opensim-dev] Region Owner Not Set

I did a fresh startup again, and it seems that the master avatar 
name/password set in the Region/*.xml files is NOT now being taken up 
and a user created when initially populating the data base 
tables.  Whereas this used to happen.  So all the regions created 
initially start with null UUIDs.  Manually altering the owner_uuid of 
the region in  MySQL GUI Tools does NOT seem to make it go 
correct.  Any pointers as to the problem?  Its a chicken and egg 
problem, as you need to start Opensim before an avatar can be 
created, and then its too late for those regions already created.
