[Opensim-dev] making nunit tests easier to use

Do we really want to test a library on every Opensim commit? What if the
testing was performed when the library was committed instead?

On a seperate issue, I've modified 40 of the 41 tests that were failing on
nunit in windows so they now work. There is one left that I can't seem to
get right, it does some strange string tricks and I'm not sure what I can
change without knowing the original author's intentions. It's this
one: TestStringsWithEscapedQuotesAndComments() in the file
CSCodeGeneratorTest.cs.  Could someone else take a look at it?  As far as I
can tell, this would be the last issue preventing windows developers from
being able to use the unit tests prior to commit.
