[Opensim-dev] Restructuring test directories

But instead of OpenSim/Framework/Tests and 
OpenSim.Framework.Tests.dll, it could be OpenSim.Tests.Framework.dll 
and OpenSim/Tests/Framework

All tests in one tree. I think that is better than having the tests 
get in the way all the time and having to edit prebuild each time 
one makes a new dir.
