[Opensim-dev] mantis changes to attempt to loose less patches

I've made a couple of new mantis states:

patch included
patch feedback

(and now that I think of it we probably need "patch ready")

They all show up in greed background of various shades on Mantis.  If
people are doing triage of mantis and find that a bug includes a patch,
please move it to patch included state.  This will make it a lot easier
to see just all the patches in mantis and provide feedback on them.

I'm hoping this change will result in more visibility to patches coming
in through mantis.
