[Opensim-dev] RemoteAdmin Executable

Hello !

I needed it for my current project I will talk about soon :D

So I made it. I used my RemoteAdmin PHP Class to create a RemoteAdmin 
Windows executable. It can be probably used on Linux using Wine (not 
tested yet) or on Mac using Darwine (not tested too). I added a section 
for this on the RemoteAdmin webpage on OSWiki and a link for 
documentation and download.
