In looking into this a month or so ago, I came across something called OpenGIS and wonder if some of their work might be appropriate to help?

Hehehe. I like that! Especially the find and pull down part :-) The 
world of GIS seems to be pretty messy, with things scattered all over, 
in all sorts of different formats, and often produced using proprietary 
tools. DEMs seem to have survived this mess, but, unfortunately, most 
GIS data out there is being held hostage in proprietary software... I 
pull my hair every time I talk to city officials and environmental 
scientists, and realize they have all their supposedly public data in 
ESRI formats.

Any GIS experts out there interested in starting a serious GIS effort 
within OpenSim? I would love to "free" all that data that's locked out 
in .shp files...
