[Opensim-dev] create user and create region - option to fix UUIDs?

I wonder of you think it would be worthwhile adding an extra 
parameter/input line to the create user and create region commands to 
let you take a default of a newly generated UUID (as now), or to 
state a speific UUID you want these to have.  I think this would be 
useful in some types of testing and upgrading.
