Your "basic" sounds a tad lightweight to me.. I have 2 dedicated Xeon 4gb tier 1 servers and experience satisfactory performance on my Debian (mono 2) with two active regions and 2 voids. 
The Win2008 net server will take three times that load or more. Have no comment on Av count since we are 2 max mostly.

  I did some tests, having a "basic" (?) PC (DELL Latitude D 600 w/Centrino 2 GHz  512 Mb), OpenSim StandAlone, 1 region, Windows and "my number" is: NO MORE THAN 20 visitors/avatares to have a good performance.
   
  Is it a reasonable number or am I doing something wrong?
