[Opensim-dev] build issues wrt native libs (redux)

I have a minor position on this one which is:

a) Make this an evolution so as not to break the build for an extended period of time.

b) Plan on part of the work-product to be any notes, hints or kinks on our wiki to allow those used to things being one way, at least have a clue how to move to a new method.
