It's been a long time since I tested it, but I think if you leave the permissions setting to false in the opensim.ini config file it IS optional. That is, changing the setting to false will essentially mean ignoring all permissions - everything is full permissions for everyone. We initially set up our campus grid that way since it was all internal use and we needed collaborative building rights for everyone and it worked fine for that purpose.

To my knowledge this never applies to being able to edit scripts in a prim owned by someone else, however. For that you always need to take your own copy.

- Chris/Fleep

when on your own simulator, you can usually request admin status and change any object permissive again through the admin menu (accessed through "request admin status" in either the advanced or develop menus). As Wade said, the permission system isn't exactly the most amazing thing we have, and I wish it would be optional.
Permissions on prims are surprisingly complex, with many unhappy
surprises.
They are not well designed.

You have probably run into the problem that permissions have a sort of
low-water mark on them, in that, in addition to what you expect, they
are also tracking the LOWEST privileges you have EVER had for that object.
At least in Second Life, once you have less than ALL privileges, you can
NEVER get them back again.

Example: If I create an object, set it to TRANSFER, NO MODIFY, NO
COPY, and give it to another avatar, and then the other avatar gives it
right back to me, those are the HIGHEST privileges I can get back.
EVEN THOUGH I am listed as the CREATOR, and the current OWNER, I no
longer have modify or copy rights. I cannot EVER have modify or copy
rights again. They are lost forever.

Simple web page which agrees with that assessment: (See the paragraph
"Getting permissions back".)
http://community.secondlife.com/t5/English-Knowledge-Base/Object-permissions/ta-p/700129

It's actually MORE complex than that, and depends on WHAT kind of object
you are talking about ( a prim,
a notecard, a script, etc.)

Here's a much more detailed description of the visible and almost-hidden
privileges on objects:

Sad, but true. Apparently some or all of this legacy madness has been
carried over into OpenSim.
Hello,

I created a prim in my SL Viewer and wrote script for the prim. Then I
took copy and deleted the prim in the virtual world. However, later
when I draged the prim from Inventory to the Virtual World, I found
out that I lost permission on the prims. I was not able to view the
script at all ;-(

I don't remember what I did to the prim. Did I miss anything?

Cheers,
