The web has always had sites designed by idiots who just don't care
about people who... not only *haven't got* the biggest screens but also
who don't want to devote their entire screen to one selfish arrogant
dick's website. It's even worse than ever now. My eyesight means I have
to view most sites at 133% zoom, and there are already *many* sites
which don't fit into my 1600+ pixel wide windows. It's unbelievable! Did
I mention I find it tiring to scan wide columns of text? I can still
enjoy the scenery in virtual worlds, but reading is a trickier matter.
Oh, for a sane alternative to the World Wide Web!
 
In some cases, sanity can be restored by loading the mobile version of
the site. I don't know what the possibilities are there. I'd like to
suggest viewers set their user-agent http header to mimic mobile
browsers, but perhaps that's one of things which can't happen for
practical reasons.
 
As for a literal answer to your first question, I think the viewer has
this limit because it's one of those situations where you have to pick
one standard and (more or less) stick to it for practical reasons. It
would be crazy if different users saw different things on the prim
depending on arbitrary factors like how far away they are or what
viewer they are using. At least, I assume this is the case; I'm not a
big MOAP user, and even if I was, I'd use it primarily with websites
of my own making. Perhaps it's better to just not use MOAP with
arbitrary websites.
