[Opensim-users] Unable to send HelloNeighbour

If some region is not properly shutdown... continue registered as
"online" in the database table regions.

When you start the contigous region.. the region try to inform to a
inexistent region (because is nor really online) and you receive this
error.
Try to restart both regions and look if you continue having this error.
