It will automatically create it just use the following configuration:

    Enabled = true
    UserAccountService =
OpenSim.Services.UserAccountService.dll:UserAccountService
    AuthenticationServiceModule =
"OpenSim.Services.AuthenticationService.dll:PasswordAuthenticationService"
