[Opensim-users] how disable megaregions

Old question I'd bet, but couldn't find it in archives...
Using the latest diva distro and I cannot seem to disable megaregions.
I see it is disabled (CombineContiguousRegions = false) by default in
OpenSimDefaults.ini, and I've also un-commented it in the OpenSim.ini
file. Yet I still have megaregions!

Is there something obvious (or non-obvious) I've missed?
