[Opensim-users] How to detect start of a region?

Hello,
I am trying to find out if there is a way for detecting when a region
starts via code when an opensim region is started.
Is this at all possible?
Basically I want some npcs to populate a world every time the sim starts. I
could use sensors that will test for absence then create what is needed ...
but is this the only way?
