Yes that is true; if the module is not enabled then it does not function
and will not affect any viewers or data.
HOWEVER, using a materials-capable viewer to edit content on *any*
OpenSimulator installation could affect data in possibly adverse ways as it
might add texture references to scene data that will be unresolvable.
Part of the concern about data comes from the use of the new "Dynamic
Attributes" feature in OpenSimulator to store materials information in the
scene, and this new feature is not yet field-proven.
The "viewer crashes" warning should only apply when using using
materials-capable viewers as the messages received from and sent to these
viewers are not yet well understood, and improper structure or formatting
of those messages has been observed to crash materials-capable viewers.
