I remember reading about scaling issues in the bare blender collada export script. I can't find the item now but it was referenced in the meshes tutorials. So, it may be the same issue with you files. IIRC, the uploaded mesh was small.

I'm not sure what's happening here - afaik mesh scaling is okay. I haven't heard of this particular problem.

The max_packet_size is a mysql issue. You can relieve it by increasing that size. See, for example, [1].
Unfortunately, opensim specific documentation for collada upload is sparse. However, this is going to be very similar
to the Linden Lab grid constraints, since most of the upload work is done by the viewer. I suggest that you search
along those lines. I believe that there are constraints on the types of COLLADA models that can be successfully uploaded.
