I don't recall if it was ever fixed, but at one time there was an 
issue with the IRC module where it would repeatedly reconnect in such 
a way that triggered freenode's automatic k-line protection mechanism. 
  It's why OSGrid stopped using the module for the Tuesday dev meeting 
on Wright Plaza.  IIRC that was a couple of years ago; I haven't used 
the module since, so I don't know if that's still the case.
