If you look through the config show output, you'll see that you have the lines
[DatabaseService]
Include-Storage = config-include/storage/SQLiteStandalone.ini
StorageProvider = OpenSim.Data.SQLite.dll
ConnectionString = URI=file:OpenSim.db,version=3,UseUTF16Encoding=True
which means you have sqlite configured. I suggest you go through all the relevant config files carefully.
You also have the lines
storage_plugin = OpenSim.Data.SQLite.dll
storage_connection_string = URI=file:OpenSim.db,version=3
in [Startup] which suggests that you're using an extremely old OpenSim config file, since those haven't existed for
ages. You need to start with a completely fresh config file.
