[Opensim-users] creating new island

Hello everyone,
I am trying to create a new island. I folllowed those steps and then i created the island but i can not go to that island.
The steps:
1- i create any .ini file2- i write the code create region name a.ini  in console3- it is created.
I followed these steps but after the creation the islands are not reachable.
